Dear Dave,

I have been following the articles that have been put forth recently by Don
Vanderlip at CDM regarding 'protecting purple pipe,' and an associated blog
through the WateReuse group, and thought it worthwhile to copy you on a blog
posting that I made following a series of discussions that had previously
taken place.

Unlike Vanderlip, I tend to side more with the expanded use of purple pipe
as an embedded non-potable label and alert.  I work extensively with water
conservation in engineering, designing, and installing multiple resource
water systems on large commercial and residential projects, and in municipal
redevelopment planning, and am also a member of the ASCE and CEHA.  I've
worn a lot of hats in this, worked extensively with Irvine, West Basin, LA
San and Orange Co. San in water reuse issues, have been in this field in
practical applications for 40 years, and I like to think that I've seen it
from all sides, including regulatory.

It's always difficult (to say the least) to put the genie back in the
bottle, and I think that the use of purple pipe for multiple uses is already
so widespread that it will be contentious to try to restrict it to municipal
recycled water supplied by a central authority only.  The trend is actually
in the opposite direction:  Decentralized recycled water, rainwater
harvesting, graywater reuse, process water recycling of all types, etc., and
as a matter of practicality it also makes no sense to try to have suppliers
carry additional pipe colors--it has been difficult enough to get them
stocked with purple pipe over the last 15-plus years.
