[ca-gw] Graywater in SF

Dear President Mel Murphy & Inspector Panelli,
I am a general contractor who works in the Bay Area, primarily Marin and San
Francisco. It comes as a shock that Steve Panelli, Senior plumbing
inspector for the city of SF, proposed an ordinance that requires permits
for single source greywater systems in SF. The state code approved on Aug
4th allows systems with no permits. This is an ordinance amending the state
law.
Having SF require a permit for single systems in single residences is a
terrible step backwards and could influence what other cities do with the
new code.
Sometimes it's hard to understand how we could be in such a worsening water
crisis in CA, with new dams, reservoirs and peripheral canals being heartily
proposed with no clear financial plan in place, but with so little attention
on how we USE water, and how unwisely. Graywater is an obvious
nonthreatening solution.
I urge you and Mr Panelli to reconsider this move as it will put a serious
roadblock in the way of welcoming an important use of our very precious
resource. As you probably know, landscape irrigation accounts for 30-60% of
our domestic water use in California. After many months of stakeholder
input the State has embraced the use of graywater, allowing single fixture
use without a permit. Please support this important aspect of our much
needed conservation plan here in California.
