[ca-gw] Art's comments/ Notification 2.0

Hello everyone, once again-

LA County is busily working on being the first group of uneducated zealots
to restrict the new state code. If you have any interest in doing business
in LA County, or think LA County should just knock off their arrogant crap
and join the rest of the state in its water conservation efforts, you'd
better start communicating with the Board of Supervisors right now because
it's only a matter of time before they have an ordinance request from staff
to restrict the new code.

=Comments=

Attached are my official comments on the new CA graywater standard.

There are three things that can happen with the standard:

1) It stays as is, and is a done deal.

2) Non-substantive changes, clarification of intent, only...another 15 day
comment period required.

3) Substantive changes, another 45 day comment period required.

It could go any of these three directions, at this point.

In terms of what I'd personally like, tempered by what's realistically
attainable, my hope is that

+ The laundry pump intent is clarified (non-substantive)

+ IF the notification language is changed, it is changed to the alternative
wording I've proposed.

=Nofication 2.0=

If you are interested in notification, please read the improved notification
language I've proposed in the attached word document, or on our
<http://www.oasisdesign.net/greywater/law/california/currentcode/#notificati
on> informational web page for local jursidictions considering amendments
to the standards.

I belive this language would achieve agency goals much better than the
current wording, have 1000x better compliance rate, and not devastate
professional greywater installers.

(note: I don't install greywater systems professionally myself...I stick to
research and education).

I would very much like to have comment/ suggested improvements from
inspectors and agencies on this notification language.

Respectfully,

Art Ludwig
