[ca-gw] HCD Thanks

Dear James et al,

I want to say that this has been a unique process to witness for me as well,
having dealt with these code issues in numerous jurisdictions with both
graywater and septic systems (witness the debacle with AB 885), not to
mention major municipal trench warfare battles (the interminable
polarization at Los Osos comes to mind...).  We in Sonoma County are
particularly fortunate to have James spearheading things on this end,
resulting in an incredibly competent, even-handed and productive
leadership.  We are way beyond anywhere that I ever thought we would get
to.  So, thanks sincerely!
