Hey -

Having spent the past 20 years of my life on this code stuff, "surface
irrigation" means not under anything, whether mulch or soil.  

To the health people, "surfacing" always meant on the surface.  If you push
for a 1" air gap or space or whatever you call it, the water is still on the
surface, whether it immediately seeps down through something permeable or
not.

They have never drawn a distinction between a half second of being on the
surface and otherwise.  If it is ever on the surface, it is surface
irrigation.  The istinction they draw is how it is applied on the surface.
Sprinklers are out, and shrubblers are out, but maybe your open-ended tubes
with little ball valves are in.
