In my view, there are still two changes that need to be made if this code is
to have a chance of facilitating anything other than simple systems.

First, 1608A.0(B) is the old section G-8(B) that looks innocuous until you
realize the soils listed in Table 2 are only a very small representative
list of a range of soils instead of a comprehensive list of all acceptable
soils (as somebody else mentioned in an earlier email).  If your inspector
says sorry, but your soil isn't on that list (and it probably isn't), he
might then make you prove the percolation rate of your soil.  Percolation
reports cost about $2,000 when performed by a certified soil technician or
engineer, which inspectors usually demand.  Irrigation has nothing to do
with percolation.  Percolation is only applicable to DISPOSAL systems.
IRRIGATION systems should be exempt from percolation requirements.  When
that $2,000 is combined with the permitting costs and compliance costs that
must occur, a homeowner usually abandons their greywater irrigation system
hopes.

Second, 1612A.0(B) is missing the standard admonition found everywhere else
in this code that the EA needs to have the City Council or County Board of
Supervisors hold a public hearing and to vote for restrictions if the EA
feels there needs to be restrictions for health reasons.  This requirement
for a public hearing and vote is state law, Water Code Section 14877.3, and
is not an option.
