I did a cursory look through it. I believe it is saying that Oregon is newly allowing greywater (minimally treated) for indoor non-potable uses. It looks like it is easier to reuse treated greywater for toilets than it is for irrigation - because it is still considered sewage which triggers needing a permit from the state DEQ. But also that they are going to try to change that legislatively this year. But if they consider it sewage why do they allow it in toilets?
Anyway someone may be interested in looking through this more closely.
