You're right. It wasn't painful at all. I called both Senator Cox and Assembly Member Gaines' offices and talked to their assistants. The Senator's guy asked me to email our letter directly to him and said he would print it out and make sure the Senator sees it. 
I'll call and follow up next week.

If you follow up with a phone call, you will be amazed at how often you will get help.  Versus, letters go across a desk and are forgotten amidst the hustle bustle of the day.
 
Don’t be afraid to speak in generalities.  The legislative aides you will first talk with will listen to common sense.  They can twill connect you to their water expert, who can then get into the details from an educated perspective.

We used Steve's letter of the other day as a starting point and sent a version to our state legislators and cc'd our supervisors and water agency contacts here in El Dorado County. One of our water engineers responded that she will attend on the 27th. I also sent it through family members living in Siskiyou and Alameda counties to their legislators. It called for them as our representatives, respectfully, to speak up NOW. It's not the same as individualized calls but for those of us who don't have the knowledge base to argue these points in person, it was a way to call for help from those who can help.
