[ca-gw] Chapter 16 recommendations from Monterey Bay

Greetings Mr. Rowland,

The Central Coast Graywater Alliance has prepared the attached comments
regarding the revision of Chapter 16 as it pertains to graywater.
We hope that our submission is not too late to be considered before HCD
produces the next draft. Rather than pick apart every detail of HCD¹s
Chapter 16 draft, our Monterey Bay areagroup focused on issues of importance
in the format that you requested at the February 25 public comment meeting.
